Renting Under 25 in Armenia: Age, Experience and Surcharges

In Armenia the legal driving age is 18, but almost no rental company will hand you the keys before 21, and most add a surcharge or a bigger deposit until you turn 25. None of this is written into Armenian traffic law — it is company policy, set individually by each operator, which is exactly why the terms vary so much from one rental desk to the next.
Eighteen is the law. Twenty-one is the market.
Armenia sets no legal minimum age for renting a car, only for driving one — 18, the same as most of Europe. Everything above that is the rental company’s own rule, not a government requirement, and it is worth remembering that when a desk quotes you a figure as though it were fixed. It isn’t. It is one operator’s risk appetite.
In practice the Armenian market has settled on a fairly consistent floor: 21, with the licence held for at least a year. Some operators publish a lower legal minimum — one international chain’s stated minimum is 18 — but attach conditions elsewhere that push the real floor higher for most cars: 23, plus three years’ licence held, on many of the categories people actually want to drive, including SUVs and anything above the smallest economy class. What actually changes under 25
Three things move, and they move independently of each other, so ask about all three rather than assuming one covers the others.
Which cars you can book. Larger vehicles — SUVs, higher categories, anything with more engine or more seats — commonly carry a higher age floor than the smallest economy cars. A 21-year-old who can book a compact hatchback may not be able to book the 4×4 sitting next to it on the same lot.
Whether there is a young-driver surcharge. This is normal and not specific to Armenia. What is specific to Armenia is that we cannot give you a market-wide figure for it, because no published, verifiable schedule exists across operators. Surcharge levels are set by the individual company. Ask for the exact daily amount before you book, in writing, rather than assuming a percentage.
The deposit. This is the one place we do have a hard, published number, and it is the biggest single figure on this page.
The deposit doubles — this is the part worth planning around
At least one international chain operating in Armenia publishes deposits running from 50,000 to 400,000 AMD depending on the car’s class, and doubles that deposit for any driver under 21, or for any driver — of any age — with under three years’ licence held. A 24-year-old who passed their test two years ago falls into the same higher-deposit bracket as an 18-year-old who passed theirs last month. Age and experience are treated as two separate risk factors, not one.

That doubling matters more here than it would elsewhere, because Armenian deposits are already a meaningful sum to have blocked or handed over for the length of a trip. A car that would otherwise carry a 100,000 AMD deposit at 150,000–200,000 AMD instead is a real difference to a traveller’s cash flow, not a rounding error. Watch for operators who count from your test date rather than your birthday. A driver who passed their test late is treated as inexperienced regardless of age, and a driver who got a licence young can clear the experience threshold before they clear the age one, or the reverse. The two clocks run separately — ask which one your quote is actually using.

- What is the minimum age for the specific car, not just the company? The headline minimum on a homepage is often the economy-class figure.
- How many years of licence do I need to have held, and from what date?
- Is there a young-driver surcharge, and what is the daily figure? Get a number, not a description.
- Does the deposit change for my age or my licence history, and by how much?
- Which categories are closed to me at my age? Ask before you fall in love with a specific car online.

Can I rent a car in Armenia if I am under 21?
